Harbor Springs Public Schools is pleased to offer an enrollment option for students who reside outside of the District boundaries but within the boundaries of the Char-Em Intermediate School District.  Although we do not offer Schools of Choice, we do offer a Tuition-Based Enrollment which follows the State of Michigan School Code, Harbor Springs Public Schools Board of Education Policy 2001, and Harbor Springs Public Schools Administrative Regulations 2001.

Schools of Choice is not offered at any grade levels for the 2023-24 school year.

Tuition-Based Enrollment is offered for all grade levels (Kindergarten through 12th grade) for the 2023-24 school year.

Tuition-Based Enrollment (TBE) is open to students who reside outside of HSPS but within the boundaries of the Char-Em ISD. There is a tuition fee charged on an annual basis ($5,000 for the 2023-24 school year). A Tuition Agreement Form must be completed and submitted by August 1. Tuition-Based Agreements are valid for one school year and subject to renewal each year. Students must meet the terms of the agreement to be eligible and remain eligible for TBE.
